Morocco and Spain Strengthen Ties with Enhanced Collaboration on Gibraltar Link Project

Morocco and Spain have enhanced their collaboration for the potential fixed link over the Strait of Gibraltar through the signing of two additional partnership accords aimed at advancing digitalization efforts and conducting engineering studies.

The accords were finalized on Thursday in Madrid as part of an official trip undertaken by a Moroccan contingent headed by Abdelkbir Zahoud, who serves as the chairman of SNED—National Corporation for Research of the Strait of Gibraltar. This mission encompassed specialized discussions among professionals from both Morocco and Spain, with Mr. José Luis Goberna Caride, the Chief Executive Officer of SECEGSA—which oversees Spain’s initiative for constructing the permanent connection—leading these sessions on their end.

The conversations centered around digitalizing project documents, setting up a comprehensive data management framework for the future, and progressing with engineering assessments for the possible underwater link connecting the two nations.

During the visit, an agreement for collaboration was inked between Spain’s Center for Studies and Experimentation in Public Works (CEDEX) and Morocco’s Public Laboratory for Testing and Studies. This pact encompasses collaborative efforts in various domains such as transport infrastructures, geotechnical works, railway systems, water resource management, highway safety, and ecological governance.

The Polytechnic University of Madrid’s School of Civil Engineering entered into another accord with Morocco’s Hassania School of Public Works (EHTP). This alliance aims to facilitate academic exchanges, collaborative research projects, and internship opportunities for students, particularly emphasizing the enhancement of technical and scientific cooperation related to the Gibraltar initiative.

These accords form an integral part of a wider exchange initiative between SNED and SECEGSA designed to boost collaboration across borders and synchronize activities among public entities, engineering companies, academic institutions, and research organizations participating in the endeavor.

This initiative builds upon pledges made at the 43rd meeting of the Spanish-Moroccan Joint Committee on the Fixed Link, which took place in April 2023. During this gathering, both parties reiterated their common objective to create a significant cross-continental structure.
