Morocco’s Ministry of Digital Transition and Administrative Reform signed three significant partnership agreements at theGITEX Africa 2025 summit in Marrakesh on Wednesday. These accords underscore Morocco’s aim to take a leading role in regional innovation, expedite digital change, and safeguard cultural heritage using cutting-edge technology.

Mediterranean Startup Connect 2030: Connecting Tech Across the Sea

One standout feature of the accords is the planning of the Med Startup Connect 2030 conference, set to take place in Casablanca in October 2025. This project, initiated by Moroccan Minister Amal El Fallah Seghrouchni and William Benthall, who serves as Glovo’s Global Director of Public Affairs, seeks to establish Morocco as an attractive hub for investments within the Mediterranean technology sector.

This gathering will bring together startups, investors, and innovators from all over the host nations of the 2030 World Cup—namely Morocco, Spain, and Portugal—with the aim of sharing knowledge, fostering partnerships, and encouraging regional cooperation.

By utilizing its established presence across all three nations, Glovo will help foster discussions amongst technology players and highlight Morocco’s key role as a gateway for European venture capital investments.

The event is expected to feature expert panels, collaborative workshops, and networking sessions tailored to emerging startups, emphasizing Morocco’s role in fostering Mediterranean innovation and its preparations for the global spotlight of the 2030 FIFA World Cup.

Transforming National Libraries Through Digitalization of Cultural Heritage

As part of further efforts towards digitization, the Ministry entered into a digital transformation agreement with the Ministry of Youth, Culture, and Communication, led by Minister Mohamed Mehdi Bensaid, aimed at updating the National Library of the Kingdom of Morocco.

This project encompasses updating the organization’s online platform, converting books, journals, lithographs, and privately donated collections into digital formats. Additionally, it aids in building user-friendly informational systems tailored for people with specific requirements and bolsters Morocco’s framework for digitally archiving legal documents. This endeavor forms a key component of an overarching mission to safeguard and broaden public access to Morocco’s cultural legacy within the digital era.

Enhancing Digital Proficiency Via Worldwide Accreditation

The third accord, a Memorandum of Understanding with the leading U.S.-based IT certification body CompTIA, seeks to address the skill shortage in technology within Morocco and ready a fresh cohort of experts for jobs in areas like artificial intelligence, cybersecurity, data science, and cloud computing.

This collaboration will launch an extensive accreditation initiative spanning multiple universities and technical schools, aimed at students and alumni eager to pursue careers in the digital field. In line with Morocco’s national plan and royal instructions, this program aims to broaden access to top-tier digital education and bolster Morocco’s position as a leading center for technological expertise and creativity in the region.

A Vision for Digital Independence and Equitable Development

Minister El Fallah Seghrouchni emphasized that these agreements demonstrate Morocco’s commitment to spearheading digital transformation, safeguarding culture, and fostering the growth of human resources. She stated, “These collaborations aim to establish an equitable digital economy grounded in knowledge, innovation, and cultural endurance.”

Collectively, these three accords represent a significant advancement in Morocco’s digital strategy, boosting its competitive edge, backing its goals for hosting the 2030 World Cup, and solidifying its position as a connector among African, European, and Mediterranean digital environments.
