Motritto Mandates Digital Payments at All Fuel Stations Internationally

ADDIS ABABA – The Ministry of Trade and Regional Integration (MoTRI) has declared intentions to enforce digital payment systems at every fuel station nationwide with the objective of reducing fuel fraud and smuggling activities.

Introducing the Ministry’s nine-month performance review, State Minister Abdulhakim Mulu (PhD) of MoTRI mentioned that illicit fuel dealers are taking advantage of temporary cash-based systems to avoid governmental monitoring.

He stressed that complete digitalization of the fuel transaction system is crucial for preventing such activities.

Digitized payment methods are gaining popularity among both buyers and sellers, as he pointed out that 64 percent of all transactions across the country are now carried out electronically. He also mentioned that fuel outlets in Addis Ababa have seen more than 90 percent adherence to digital payments.

According to Abdulhakim, once the national fuel supply management system is fully digitized, all 1,800 fuel stations across the country will be required to comply with the legal framework. Fuel stations that continue using traditional payment methods will be required to shift to digital systems or face suspension of supply.

The State Minister additionally mentioned that more than 616 big projects and industrial facilities are receiving fuel directly through the Port of Djibouti at present. These operations will be closely monitored to guarantee the appropriate utilization of their designated supplies.

The Petroleum and Energy Authority has already tested a smart fuel station system, yielding encouraging outcomes. Abdulhakim stated that implementation will commence after a definitive decision is made.

The Petroleum and Energy Authority further disclosed that extensive monitoring and assessment activities have been initiated, along with a unified framework designed to supervise the fuel supply chain from the Djibouti port all the way to final consumers. This initiative aims at curbing illicit trafficking and enhancing operational effectiveness.
